Home fragrance is the safer sorry gift. It asks nothing of the recipient and it does not presume a closeness that may be temporarily strained. Personal fragrance is right in one situation only, and all three conditions have to hold at once: the relationship is close, it is current, and the apology has already happened in words.

There is also a route I would steer you away from, and it is the one that looks cleverest. Handing somebody a set of three so they can pick is the obvious hedge, and on a birthday it is a lovely gift.
