Three budgets are usually competing in a busy store, and the owner has to spend one of them first. The order is not a matter of taste. Cleaning, then ventilation, then fragrance - and there is a plain test for telling which of the three you are actually short of.

In a busy shoe store, should I fix cleaning, ventilation or fragrance first? In that order: cleaning first, ventilation second, fragrance last. Cleaning goes first because it is the cheapest, fastest and most reversible, and because until the surfaces are right you cannot tell what the air is doing. Ventilation goes second because it is what decides whether a room can carry a crowd at all, and no cleaning rhythm compensates for a store that never changes its air. Fragrance goes last because it does a completely different job: it gives a settled room a character. Taken out of order, you end up paying for all three and solving none of them.

How do I tell which of the three I am actually short of? Three tests, in order. Deep clean the store and walk in the next morning: if it still reads wrong on an empty floor, you have a source you have not found - a stockroom door, a bin, a soft floor. Then close up on a busy evening and come back an hour later with nobody inside: if the room has cleared on its own, the ventilation works and is merely outrun at peak; if it has not, the room barely changes its air. Cheapest, fastest, and it makes everything after it readable
Start here because it costs the least and changes the most quickly, and because until it is done you are guessing about everything else. In a footwear store the list is specific rather than general. Two sets of removable seat covers with a fixed laundry day, because a bench cannot be laundered and a cover can. A real cycle on the soft floor - a light pass keeps most of what a carpet took in. Step two: ventilation
It decides what your room can carry, and no rota compensates for it
This is second only because it is slower and more expensive to change. Its job is different from cleaning: cleaning deals with what is on your surfaces, ventilation deals with how many people the room can hold before the air becomes the story. Ask what proportion of your supply air comes from outside and whether it can be raised on weekends; find out whether there is any extract and whether it runs during trading rather than after; look for the corners where fixtures and soft seating have created a pocket that nothing moves through. Then test it: close up on a busy evening and come back an hour later without touching anything. A room that has cleared on its own has working ventilation that is merely outrun at peak, which you manage with purges and extract hours. A room that has not cleared needs air, and that is a building conversation rather than a shopping one.

Only now, and only for its own reasons. A signature is a brand and interior decision: it says what kind of store this is, in the same register as your lighting, your fixtures and the weight of your carrier bag. Choose it against the stock rather than against a problem - dry woods under leather, something cool and clean where rubber is part of the room, a true floral in an occasion boutique. Set the level low: noticed on arrival, settled within a minute, never the first thing a customer mentions, and judged at six on a Saturday with the floor full rather than at opening on a Tuesday. The reason I insist on this order is that I have watched the other order happen. A store spends on scenting first because it is the visible, exciting part of the three, and six months later spends on the cleaning rota and the extract fan anyway, having also spent a year with a room that smelled of two things. The sequence is not a moral position. It is the cheapest way to arrive at the same place.

What I like about the two tests is that they cost nothing and they are hard to argue with. An empty store on a clean morning tells you about sources. An empty store an hour after a busy closing tells you about air. I have had those two walks change the whole conversation with an owner in twenty minutes, usually in the direction of spending less with me rather than more.
