Here is the specific thing about fragrance hampers that almost nobody plans for: the box is a small sealed space, and everything inside it has been sharing air for days. When the guest lifts the lid, they get one combined smell before they see a single item, and that first breath is the verdict on the whole gift. Put a rose attar, a lemon-mint reed oil and a vanilla candle in the same box and the opening breath is a collision - not unpleasant exactly, but muddled, and muddled is the opposite of luxury. Stay in one register instead. If the hero is a warm oud or amber, keep the supports warm. If the hero is fresh and green, keep everything fresh. The same discipline that stops a room smelling confused stops a box smelling confused, and at a VIP event the box is opened in front of you.

Two constraints decide more hampers than taste does. Weight is the first: a hamper heavy enough to need two hands is a burden to a guest who is flying home, and the honest outcome is that it gets opened in the hotel room and partially abandoned there.
