Perfume is four different products and the word hides the choice
The word perfume does a lot of hiding. Somebody searching for perfume return gifts almost always pictures a sprayed bottle, because that is what the word means in advertising, and a sprayed bottle is the single riskiest fragrance gift you can give somebody you do not know well. Four products live under the word, and separating them is the whole decision. The first is an attar: undiluted perfume oil with no alcohol carrier, applied as a roll-on. Alcohol is what throws a composition into the air - it evaporates quickly and carries the aromatic molecules with it, which is why a spray fills a room. It assumes three things at once: that the recipient wears fragrance, that they will like this particular register, and that they want another bottle. Across a guest list, a meaningful fraction of those assumptions fail - particularly for women, who are given fragrance constantly and typically own three or four bottles of which one is worn.
