Nearly every letter I get about strong perfume describes the same afternoon: a bottle bought in good faith, two sprays at eight in the morning, and a day spent apologising for it. What that reader usually wants is not a weaker perfume. It is a perfume that stays on them instead of going out ahead of them, which is a different thing entirely and a much easier request to fill.
Quick answers — read this first
Is an attar the right format if I hate strong perfume? Yes, on one specific ground: an attar sits close to skin. There is no alcohol in the bottle and no propellant behind it, and those are the two things that throw a composition off your skin and outward. A dab of oil has neither, so it stays roughly where you put it. That is a fact about the format and nothing more - I am not going to tell you oil is stronger or that it outlives a spray, because it does not, and a page that said so would be selling you something.

Three steps, in the order they are worth taking. The first is a vocabulary problem, the second is a format fact, and only the third is about buying anything.

Almost every complaint about strong perfume that reaches me is a complaint about the first one, phrased as though it were about the second, which is why so many people end up buying something weaker when what they wanted was something closer.
Tip: Ask yourself which sentence is true: people noticed it before they reached me, or it was still there the next morning. Only the first is a projection complaint.

An oil has nothing in it to throw the composition outward, and that is the entire mechanism
A spray is a composition dissolved in alcohol and pushed through an atomiser. The alcohol flashes off within the first minutes and takes some of the fragrance up and away with it, and the atomiser has already scattered it across a wide patch of skin and cloth. That is where a spray's reach comes from, and it is also why its opening is its loudest moment. An attar has neither part. It is an oil, dabbed or rolled onto a small patch of skin, with no alcohol and no propellant, so it stays roughly where it was put and opens slowly instead of announcing itself. Stated flatly, with no upgrade implied: closer to skin, slower to open, and 6-8 hours, which is what we publish.

Then, almost always, an apology for being fussy. You are not being fussy. You are describing reach, and reach is a real and measurable property of a fragrance that the industry mostly markets as a virtue, which is why your bottle has it in quantity and why nobody warned you.
Here is the perfumery, in plain words. A spray is a composition dissolved in alcohol and pushed out as a mist.
