A shared central riser turns several floors into one zone
Check which marked public areas share a central HVAC riser. Floors on that shared loop count as one zone, even if they are three storeys apart. Floors or wings on independent split units are separate zones, even on the same floor. This step is what typically brings the zone count below the floor count.

Test the vertical air, don't assume it
Lift shafts and stairwells can connect zones a plan shows as separate
Two lift lobbies on genuinely separate air-conditioning can still smell of each other if the lift shaft or an open stairwell carries air between them. Confirm each lobby independently, standing in it with the lift doors closed at a busy time, before finalising the count as separate zones.
Tip: verify vertical air by standing in the room, not by reading the plan.

"How many zones" is a better question than "how many machines", because the zone count is what the machine count follows from, and it is where most multi-floor plans go wrong. A zone, for scenting purposes, is a public area on its own air-handling system - not a floor, and not a department. Two floors can be one zone if they share a central HVAC riser; one floor can be two zones if its east and west wings run on separate split systems.

My method for counting zones in a multi-floor medical centre: walk each floor and mark the genuinely public areas - a ground-floor lobby, an upper-floor lift lobby or sub-reception, a retail counter. Then check which of those areas share air handling. Areas on the same central loop are one zone regardless of how many floors they span; areas on separate split units are separate zones even on the same floor.
