Start with the seating nobody moves

When you next specify seating, ask for removable, washable covers and for legs rather than a plinth, so air can move underneath. A sofa on legs that gets vacuumed underneath every week is a fundamentally different object from one sitting flush on carpet.

Put the curtains and blinds on a written interval
Nobody launders a curtain because they notice it - they notice it because nobody laundered it
Curtains and fabric blinds hang in the airflow of the whole room, which makes them extremely efficient at collecting whatever the air carries, and they are cleaned less often than any other textile in a clinic. In most buildings the honest answer to when they were last cleaned is that nobody knows. That is a schedule problem rather than a housekeeping failure, so write one: an interval that suits your fabric and your supplier's care instructions, put in the same calendar as the AC service and the fire check, and done whether or not anyone has noticed a smell. Sheer fabrics near an entrance and anything within a metre of a wash point come off the schedule and onto a shorter one. Where curtains or drapes are in clinical areas, the interval and the method are your infection-control lead's decision and not something I would presume to specify.

Treat carpet as a decision, not a cleaning task
Where carpet is the source, cleaning it buys months rather than years
Carpet and underlay hold more than any other surface in a clinic, and the underlay is the part that never gets cleaned. If your entrance carpet has taken several monsoons, if the smell is strongest at floor level, or if a cleaned carpet returns to the same state within weeks, then you are managing a source rather than fixing one. That turns it into a refit decision: hard flooring in the entrance stretch and under the seating, with rugs that can be lifted, taken out and aired, rather than fitted carpet you can only ever clean in place. They are not. The room is clean. The sofa is not, and the sofa has been absorbing since the day it was delivered.

Fabric is a slow instrument. It takes a smell in over months and gives it back over weeks, and no amount of ventilation shortens that meaningfully because you are not waiting on the air, you are waiting on the material. So the fix is a schedule and an invoice from an upholstery cleaner: seating cleaned and properly dried, curtains on a written interval in the same calendar as the AC service, cushion covers that actually come off, carpet cleaned or - where it is genuinely the source - replaced.
