Start with what each one physically does, because the difference explains everything else. A room spray releases its entire dose of fragrance into the air in a single moment. It is a top-note event: everything volatile leaves the air quickly, because there is no ongoing source replenishing it. A spray also has a structural limitation nothing about the fragrance itself can fix: it cannot be scheduled. Someone has to be physically present, holding the can, at the moment it is used - which is exactly why it ends up tied to whoever is doing the turnover, rather than tied to when a guest will actually walk in.
