What "good in monsoon" should mean
A good monsoon attar is one that humid air does not exaggerate. Wet, still air holds fragrance near the skin and carries it further than you intend, so the right choice is a clean, dry structure worn at a small dose - not something sweet worn generously.

Criterion one
Damp fabric is the hidden amplifier
Skin metabolises and disperses a fragrance over hours. Fabric does neither - it holds the oil and releases it at close to full strength for as long as you are wearing the garment, and often into the next wear. In the monsoon, applying to a spot that a wet collar or sleeve touches is the single most common cause of "it was far too strong all day".

Humidity slows evaporation - your scent lingers
This is the mechanism behind almost every monsoon fragrance complaint. Moist air holds molecules near the skin instead of carrying them off, so a scent that was perfectly judged in dry weather now lasts longer, projects further and stays in a room after you have left it.
