Forty degrees is the line where fragrance advice written for cooler places stops being useful. Above it, the best attar for 40°C weather is not the strongest one or even the freshest one - it is the one whose structure survives being accelerated. Here is what actually changes, and what to do about it.

What does 40°C heat do to an attar? It speeds up the whole development. Top notes burn through faster, the base swells, and projection rises about a full step - so the same dose reads louder and arrives at its base sooner.

Heat accelerates the whole development
A fragrance is a sequence: top notes, heart, base. Warmth speeds every stage. At 40°C you get the opening for perhaps half as long, you arrive at the heart sooner, and you sit in the base for the rest of the day. This is why a scent can feel both weaker (the bright part is gone) and heavier (the base is doing all the work) at the same time.

Warm skin pushes a fragrance outward. The two dabs that were intimate in December will be noticeable across a desk in May. Halve your dose - it is the single most effective change anyone can make, and it costs nothing.
An oil base, not alcohol - so heat does not take it away
Alcohol is a solvent. It carries a fragrance up and off the skin quickly, which is a virtue in a cool room and a problem at 40°C - the scent shouts for twenty minutes and is gone by lunch, and on freshly shaved or sweating skin it stings. A composition with air in it - citrus, green cardamom, neroli, a clean musk - simply moves faster through a shape that still makes sense. A composition built on vanilla, tonka and resin loses its bright counterweight early and spends eight hours as pure sweetness. Where I think we earn a place on your shortlist: a composition built light on purpose, an oil base that does not evaporate off hot skin, a dab applicator that makes halving your dose easy, and a stated 6-8 hours you can hold us to. Where another house might suit you better: if you want a cooling single-note khus for peak summer, buy that happily.
"There is one best attar for summer." There is not. Skin chemistry, city and tolerance for projection are all personal - the best attar is the one that fits your skin and your day.
