The simple science
An ultrasonic diffuser has a tiny ceramic plate that vibrates fast enough to fling water into a fine mist. Everything depends on whatever is in the tank being able to ride that mist - which means it has to be dispersed through the water, not sitting on top of it.
Oil and water, famously, do not mix. That is the whole problem with ordinary fragrance oils here.
