"It becomes heavy by afternoon" is the single most common complaint I hear about summer fragrance in India, and it almost never has one cause. Here are the four things that actually make an attar go heavy in heat - and the one in my range that does not.

Why does my attar feel heavy in summer? Usually one of four things: a sweet or resinous base, too large a dose, the wrong application point, or simply heat accelerating the composition into its base early.
Which attar stays light?Adaa - bergamot, green cardamom, neroli, jasmine sambac and white musk. It is the lightest composition I make and it is built dry rather than sweet.
Can I fix a heavy attar without replacing it? Often, yes. Halve the dose, move it to the base of the throat, and wear it after sundown rather than at noon.

No single "best" attar. The right summer attar depends on the wearer - run any bottle through a checklist instead of trusting a ranked league table.

The 4 things that make an attar go heavy in summer
This question is asked as though it were about brands, and it is really about chemistry and habits. Once you can name which of the four is happening to you, the fix is usually obvious - and often free.
What "best for summer" should mean
A good summer attar is not the one that opens loudest in the shop. It is the one that still smells like itself at 4pm on your skin, in your city, without going sharp, sour or cloying - and is honest about what is inside the bottle. That is a checklist, not a league table.

Criterion one
Cause one: a sweet or resinous base
Vanilla, tonka, benzoin, heavy amber and dense resins all expand on warm skin. They are wonderful materials and they are the wrong ones for noon in May. If your attar is built on them, it will feel heavy in summer no matter what else you do - that is the composition behaving correctly, in the wrong weather.

Criterion two
Cause two: a dose sized for winter
Warm skin raises projection by about a full step. The two dabs that were right in December are one dab in May. This is the most common single cause and the cheapest to fix, and most people never try it because it feels like doing less for the same money.
An exposed wrist in Indian sun is the worst place you can put an oil attar - it bakes. The base of the throat, behind the ear and the inner elbow are cooler, more sheltered and warm the oil gently instead of driving it. Move the dab before you replace the bottle.

Criterion four
Cause four: heat pushing you into the base early
Above 40°C, the bright top of a composition burns through in perhaps half its usual time and you spend the rest of the day in the base. If that base is dry and woody you are fine; if it is sweet you have effectively been wearing the heaviest part of the scent since lunchtime. A composition with a clean musk base - like Adaa - is what survives this.

An oil base, not alcohol - so heat does not take it away
Alcohol is a solvent. It carries a fragrance up and off the skin quickly, which is a virtue in a cool room and a problem at 40°C - the scent shouts for twenty minutes and is gone by lunch, and on freshly shaved or sweating skin it stings. An attar is oil: it sits, warms, and releases slowly. Every SOSA attar is alcohol-free and DPG-free, carried on jojoba and Mysore sandalwood oil. It is the first question I would ask any seller.

Where SOSA sits - and where another attar might suit you better
I will happily tell you that Mastani and Nawaab are heavy in daylight in May, because they are - they were built to be rich, and richness plus 40°C is a lot. That is a timing instruction, not a flaw, and it is why I make a light one too.
The honest position
Three of the four causes of heaviness are free to fix.
Where I think we earn a place on your shortlist: one composition in the range built deliberately light, plus honesty about which of my own bottles are too much at noon. Where another house might suit you better: if what you want is the traditional heavy, rich attar experience done well, there are excellent houses for that - and in a Delhi May I would still tell you to wear it after sundown.
"There is one best attar for summer." There is not. Skin chemistry, city and tolerance for projection are all personal - the best attar is the one that fits your skin and your day.

"Never wear oud or rose in heat." Too blunt. Heavy materials amplify on hot skin, so the fix is dosage and timing - one dab, at night, in AC - not banning a whole family of scent.

Work through the four causes in order before you buy anything. If you get to the end and the answer really is the composition, Adaa is the light one in my range - and if it is a different house's light one, that is fine too.
The SOSA attar range

I trained as a perfumer at ISIPCA in Versailles, and the thing nobody warns you about there is Indian heat. A composition that is balanced at twenty degrees is a different scent at forty - the top notes burn off, the base swells, and something you loved in Paris becomes something you cannot wear in Pune in May.

Can one attar work for both summer and winter?
