Luxury in attar is a claim about material, not about packaging. Which makes it one of the easier claims to check.
Quick answers — read this first

The short answer
Gifting is a risk problem. You are not guessing their favourite scent - you are minimising the cost of guessing wrong. That points to small sizes and more than one.
The non-negotiable. Do not buy a large bottle of something you are unsure about. The trio of 3ml bottles at ₹1,055 exists for exactly this.

What a fragrance gift actually is
Gifting fragrance is a risk problem, not a taste problem. You are not trying to pick their favourite scent - you are trying to minimise the chance of a bad guess while still giving something that feels considered. Those two goals point at small sizes and more than one bottle.

Criterion one
What grade of oud, and is it real?
Most attars marketed as oud in India contain synthetic substitutes, because genuine agarwood is expensive. White royal oud is the rarest grade. Ask the question directly - a house using the real material will say so precisely, and a house using a synthetic will usually answer in adjectives.

Criterion two
Where are the rose and the sandalwood from?
Taif rose from Saudi Arabia and Mysore sandalwood from Karnataka are specific, expensive and verifiable claims. 'Rose' and 'sandalwood' unqualified are not claims at all. Origin is the easiest tell between a luxury product and a luxury description.
This is the question almost nobody asks and it matters most. Cheap attars are carried on DPG, a synthetic solvent that stretches the oil. A serious attar is carried on something worth having - here, jojoba and Mysore sandalwood oil. Ask, and the answer tells you a great deal.
A heavy box and a velvet pouch cost very little and signal a lot. Material costs a great deal and signals nothing until someone smells it. Be slightly suspicious of any luxury fragrance where the box is the most impressive part of the experience.

Criterion five
Make it legible as considered
A fragrance gift succeeds partly on the story. Being able to say "it is real Taif rose over Mysore sandalwood, hand-blended in Pune by a perfumer who trained at ISIPCA in Versailles" turns a bottle into a present. Name the materials when you give it - it costs nothing and changes how the gift lands.

Alcohol-free matters more in a gift than in a purchase
When you buy for yourself, you know your own skin. When you buy for someone else you do not - and a surprising number of people react to alcohol-based sprays, especially on sensitive or freshly shaved skin. Four questions any serious house will answer.

Where another house might suit you better: if luxury for you means elaborate presentation, or a Western niche name, I am not competing there and would rather say so.
"A bigger bottle is a better gift." Only if you are right. A large bottle of the wrong scent is a worse gift than a small bottle of the right one - and far more obviously a guess.
