The brief that arrives at brand level almost always contains two sentences that cannot both be true: that the business is serious medicine for women, and that the experience should feel like a retreat. One of those has to be the parent of the other, and until somebody decides which, no fragrance direction will hold for more than a quarter.

Write the direction down with a number beside it
A brand-level fragrance decision that is not written down lasts about one staff change
Whichever position you pick, the guidelines need three lines rather than a paragraph of adjectives: the register in plain words, the intensity setting as an actual number on the machine, and the zoning map. Without the number, every site converges on whatever level the person opening up prefers, and within a year the group has three different intensities and someone describes the brand as inconsistent without being able to say why.
