No, and the answer is different. Off-gassing is the material smell of a new cabin and it fades on its own with time and air. A specific smell - damp mats, spilled food, a wet umbrella that lived in the footwell, smoke - is a source that is still present, and fragrance is the wrong tool for it in exactly the same way it is the wrong tool for off-gassing: it adds, it does not remove. Find and remove the source, clean the affected surface, ventilate the car properly, and only then think about scenting it. Adding fragrance on top of a real smell reliably produces something worse than either, and it is the single most common reason people conclude a car perfume was a waste of money.
