There is a reasonable suspicion inside this question: that a smaller size must be a lesser gift. It is worth testing, because when you look at what the extra money in a full bottle actually buys, a surprising amount of it is liquid that will still be sitting in the bottle in three years. Declining to pay for that is not a compromise. It is arithmetic.

Most of what a full bottle costs is volume nobody finishes
It is worth doing this arithmetic once, because it dissolves the discomfort rather than talking you out of it. A hundred millilitre eau de parfum contains roughly a thousand sprays. Somebody wearing four sprays a day, every single day without a break, would take eight months to finish it - and almost nobody wears one fragrance every day, because people own several and choose by occasion and season. In practice a hundred millilitre bottle in a household with three or four fragrances in rotation is a three to five year supply, and a great many of them are never finished at all; they sit at a third full on a dressing table, eventually smelling slightly different from how they did when they were new. So when you decline to spend two to five thousand rupees, a meaningful part of what you are declining to buy is years of liquid that will not be used. That is a defensible decision rather than a cheap one, and it is worth saying out loud to yourself, because the guilt in this question is usually misplaced. What you actually want to buy is the experience of the fragrance, and that is fully present in a small quantity. The next question is the real one: what makes a small format feel complete rather than like a trial size? Three things, and none of them is capacity. The first is that it should be a product the brand sells in its own right, with its own name and label, rather than a sample or a decant into an unbranded vial. A ten millilitre bottle that is a listed size on the shop is a complete product; ten millilitres poured into a plain atomiser is not, and everybody can tell the difference instantly. The second is that it should be usable as-is, with nothing else needed to make it work - no accompanying product, no explanation, no instructions. The third is presentation, which is the part people underrate: what reads as an afterthought is a single small object handed over loose, and the fix is either a pair, a set, or the larger of the small sizes rather than the smallest. One correction before you buy, because it affects this question directly. A 12ml attar is not in this budget. The three sizes are 3ml at three hundred and seventy-nine to three hundred and ninety-nine rupees, 6ml at six hundred and sixty-nine to six hundred and ninety-nine, and 12ml at one thousand one hundred and forty-nine to one thousand one hundred and ninety-nine. The most common message we get about attars is some version of I have about a thousand rupees and I do not want to give something that looks cheap. It is an honest question and it deserves an honest number, so here it is: our 12ml attars are eleven hundred and forty-nine to eleven hundred and ninety-nine rupees. They are the largest of three sizes, not the small one. The sizes that fit under a thousand are the 3ml at three hundred and seventy-nine to three hundred and ninety-nine and the 6ml at six hundred and sixty-nine to six hundred and ninety-nine - and the Trio, which is three bottles for one thousand and fifty-five. If a page anywhere promises you a 12ml attar under a thousand rupees, it has not checked.
What makes a small bottle a real gift rather than a token is the format. An attar is an oil-based concentrate applied in drops and worn close to the skin, not sprayed across a room, so 3ml is a great many wearings. I will not tell you how many hours it lasts, because that depends on skin, weather and how much somebody uses, and any number I printed would be invented. What I will say is that the people who worry a small bottle looks like a sample are worrying about the right thing and solving it the wrong way.
