"Again" is the constraint, and it is about years rather than people
There are two problems in your question and the obvious one is the easier one. Twenty people with different tastes sounds difficult and is not, because you do not need to match twenty tastes - you need the twenty gifts not to read as a single bulk purchase, and that is satisfied by three or four variants rather than twenty. Nobody sees twenty gifts; each recipient sees their own and hears about one or two. Three registers distributed with any reasonable scatter solves it completely. The real problem is the one hiding in the word again. Annual gifting to a fixed list is a repeated game, and the thing that eventually kills it is not getting one year wrong - it is running out of categories. Sweets for three years is the classic failure, and it is a failure of planning rather than of taste: whoever chose sweets the first time chose well, and the fourth year is when everybody notices. So the question worth answering is not what should I give this Diwali but what category can I run for three or four years without repeating myself. That is a different filter, and it rules out most of the usual answers. Dry fruit is sweets with a different label. Nawaab is white royal oud, Mysore sandalwood and Kashmir saffron - dry, woody and formal. Axis two is size: 3 ml at three hundred and seventy-nine to three hundred and ninety-nine rupees, 6 ml at six hundred and sixty-nine to six hundred and ninety-nine, and 12 ml at one thousand one hundred and forty-nine to one thousand one hundred and ninety-nine rupees, which is the largest of the three rather than the small one. The liquid is identical across all three, so a larger size in a later year is more of the same quality rather than an upgrade in kind - which incidentally makes escalating size the honest way to increase a gift over the years. Axis three is format: the solid perfume at five hundred and forty-nine rupees for fifteen grams is alcohol-free, flameless and leak-proof, and the Inspired By eau de parfum at five hundred and ninety-nine rupees for ten millilitres is a small spray naming the fragrance house each scent interprets openly. Move along any one axis and next year's gift is recognisably related and not the same thing. A three-year plan, since that is the actual ask. Year one: twenty 3 ml attars in Ameeri, the festival register, at roughly seven thousand seven hundred rupees - or seven Attar Trios at one thousand and fifty-five rupees each, which produce twenty-one gifts for about seven thousand four hundred rupees in seven units rather than twenty, and give each person three registers so they discover their own preference. Year two: either the register they did not get, or the 6 ml of the one they did, at about thirteen thousand seven hundred rupees for twenty. Year three: the solid perfume at about eleven thousand for twenty, which is a different object rather than a different scent - and by then you know from three years of conversation which register each person liked, which means year three can be individually chosen at no extra cost. That is the whole value of choosing a category with axes: the programme gets better informed each year rather than staler. Two rules that hold every year. Hold the price identical across all twenty within a year - character cannot be ranked but price can, and twenty people who know each other will compare eventually. And do not split by gender: rose and oud are worn by everybody in attar tradition, and the shop's sections are shelving decisions rather than facts about people. Two things to keep out of a twenty-person Diwali distribution. Candles, because twenty flame products going to twenty homes in the week of diyas and crackers is a liability nobody needs - if you want something for the home, reed diffusers from seven hundred and forty-nine rupees for fifty millilitres are flame-free. And the Hotel Collection at two hundred and ninety-nine rupees for fifteen millilitres, which looks like an inexpensive personal fragrance and is water-based fragrance for ultrasonic diffusers rather than something to wear. Three operational notes. Write the materials on every card and add one line that it goes on in drops rather than sprays. Quantities and lead times are not published: they are quoted on WhatsApp against your actual number and date, and Diwali is the most constrained fortnight of the year for anything handmade in India, so ask early rather than in the week itself. And nothing is engraved or co-branded, so any name goes on the box or card. One closing note: no wear-time figure is published because that depends on the wearer, and alcohol-free describes how these are made rather than any claim about skin.

The most common message we get about attars is some version of I have about a thousand rupees and I do not want to give something that looks cheap. It is an honest question and it deserves an honest number, so here it is: our 12ml attars are eleven hundred and forty-nine to eleven hundred and ninety-nine rupees. They are the largest of three sizes, not the small one. The sizes that fit under a thousand are the 3ml at three hundred and seventy-nine to three hundred and ninety-nine and the 6ml at six hundred and sixty-nine to six hundred and ninety-nine - and the Trio, which is three bottles for one thousand and fifty-five. If a page anywhere promises you a 12ml attar under a thousand rupees, it has not checked.
What makes a small bottle a real gift rather than a token is the format. An attar is an oil-based concentrate applied in drops and worn close to the skin, not sprayed across a room, so 3ml is a great many wearings. I will not tell you how many hours it lasts, because that depends on skin, weather and how much somebody uses, and any number I printed would be invented. What I will say is that the people who worry a small bottle looks like a sample are worrying about the right thing and solving it the wrong way. The fix is presentation, not volume: two 3ml bottles, or the Trio, or one 6ml, reads as considered. One 3ml handed over loose reads as a sample.
