With a guest you have never driven before you have no information at all, and a distinctive cabin is a guess made on somebody else's behalf about something they cannot escape.
Quick answers — read this first
What car fragrance is best for a guest you do not know? Something neutral or nothing. Lemon and Sea Breeze provoke the fewest reactions, and a clean unscented cabin is universally acceptable.

Yes, and for three reasons that stack neatly. You have no information about their preferences, which makes any distinctive choice a guess on behalf of somebody who cannot step out of it for the length of the drive. Conventions around car fragrance genuinely differ between places, and a strongly scented cabin is much more usual in some countries than others; a level that reads as normal to you may read as pronounced to somebody who is not used to it. And a first-time passenger notices more than a regular one. Everybody who rides with you often has adapted to your cabin; a guest arriving for the first time has not, and meets it fully. So the default is clean and neutral - which is also the version that travels best, since a clean car reads as a clean car everywhere.

There is one thing worth understanding about your own nose. A smell you are continuously exposed to fades from your awareness while it is still perfectly obvious to somebody walking into it. This is ordinary and it happens to everybody. The practical consequence in a car is specific and awkward: after twenty minutes of driving you are the least reliable judge in the world of how strongly your own cabin smells, and the person opening the passenger door is the most reliable. A car is the strangest room most people own. It is very small, it is sealed, it gets extremely hot when parked, it moves through air the whole time it is in use, and the person inside it cannot leave. No other space anybody scents has that combination. So the instincts people bring from home fragrance are almost all slightly wrong in a car, and usually wrong in the same direction: too much. In a compact hatchback, which is the smallest cabin on the road, they are wrong by the largest margin.

The question I am asked most is some version of somebody is getting into my car in twenty minutes, what should I spray? And my answer disappoints people, because it is: probably less than you think, and not first. Open the doors. Take out whatever is causing the smell. Let the air actually change. Cool it down if it has been in the sun. Those four things do more for how a cabin is received than any fragrance decision, and they are free. The spray is the last few seconds of the job.

The part that catches everybody, including me, is your own nose. You stop registering a smell you sit in every day, while it stays completely obvious to the person opening your passenger door. That is not a flaw in your nose, it is what noses do - but it means the driver is the worst judge of their own cabin and the passenger is the best. When somebody says your car smells strong and you cannot smell anything at all, they are almost certainly the one who is right. And I would say plainly that no fragrance makes anybody a better or more alert driver, and none of this makes a date go well or a client say yes.
