Short answer: yes. But the reason is not the one most people assume, and understanding the actual mechanism tells you exactly what to change - which is usually your dose rather than your bottle.

Yes, and measurably. The mechanism is evaporation rate: in dry air, fragrance molecules lift off the skin and disperse quickly; in humid air, the surrounding moisture slows that process, so the molecules remain near you longer and accumulate in the space around you. The result is a scent that both projects further and persists longer at the same dose. Nothing has happened to the oil - only to the air carrying it. The correct adjustment is to halve what you apply.

What "good in monsoon" should mean
A good monsoon attar is one that humid air does not exaggerate. Wet, still air holds fragrance near the skin and carries it further than you intend, so the right choice is a clean, dry structure worn at a small dose - not something sweet worn generously.

Evaporation slows, so molecules linger
Dry air pulls volatile molecules away from the skin quickly and disperses them. Moist air is already carrying a great deal of water vapour and moves fragrance away far more slowly. The practical effect is that everything you applied is still near you, at strength, considerably longer.

Projection and persistence both rise
These are two different properties and humidity raises both. Projection - how far it reaches - increases because the molecules travel without dispersing. Persistence - how long it lasts - increases because they are not being carried off. That combination is exactly what people describe as "heavier".

Worth saying clearly: humidity does not degrade an attar. A capped bottle in a wet climate is perfectly safe. What ages an oil concentrate is heat and light - so worry about the windowsill, not the weather.

I compose in Pune, where the monsoon arrives like a switch being thrown, and the first year I made attars I assumed the rains would be the easy season. They are not. Humid air slows evaporation, which means everything you wear lingers longer and carries further than you meant it to.
