Dry the cabin and clean first
Let me name the cause so the fix makes sense. That musty, damp smell is what you get when water gets trapped somewhere in the cabin and stays - in the floor carpets, under the mats, in the seat foam, or inside the air-conditioning system - and microbes grow on the moisture. The smell is a byproduct of dampness. So the only thing that truly removes it is removing the water. A fragrance cannot do that. It is not a dehumidifier and it is not a cleaner.
The dry-and-clean checklist
Find the moisture: wet floor mats, a door or boot seal that leaks, condensation, or a damp AC system are the usual culprits. Dry the cabin fully - doors open, fan running, ideally in dry air or sun.
