The three things that must work before you scent anything

Three things have to be true before fragrance is worth spending money on here. None of them involve a diffuser, and all three are cheaper than the complaints they prevent.

Move the workshop air out, not around
Exhaust extraction at the bays, a general ventilation rate that genuinely changes the air in the customer area, and filters that have been cleaned this quarter. A split unit recirculating the same air with a cold coil is not ventilation; it is cooling. This is the single biggest determinant of whether a service reception smells acceptable, and it is an engineering question for your facilities team, not a fragrance question for us. Separation
A door that closes itself, and air that moves the right way
The most common failure is a permanently propped-open door between the workshop and the customer area, usually because staff walk through it forty times an hour. Fit a self-closing door, seal the bottom, and if the layout allows it, hold the customer side slightly positive so air travels from clean to dirty rather than the reverse. A vestibule or double door is better still. This one change does more for a service reception than any amount of fragrance, and it is a one-off cost.

Cleaning
Oil on a floor keeps releasing all day
Housekeeping is the cheapest fix on this list and the most often skipped. Oil and coolant on a floor keep releasing for hours after the spill; a mop with dirty water spreads it. Set a twice-daily floor routine for the customer area, store tyres and used parts away from where people wait, and keep the bins outside the waiting zone. Only when the room stops producing its own smell is it worth putting anything into the air.
