Because temperature controls evaporation, and evaporation is how fragrance gets from a liquid or wax into the air where you can smell it. Heat gives the fragrance molecules more energy, so more of them lift into the air at once: the scent smells stronger, but the source releases its fragrance faster and lasts a shorter time. Cold does the opposite, slowing evaporation so the same scent smells fainter while lasting longer. Heat also changes the balance of a scent, because lighter, more volatile notes evaporate first, which is why a warm room can smell more top-heavy and a little sharper.

Volatility, heat and evaporation
Everything you smell has first evaporated. Fragrance is only perceptible once its molecules have left the liquid or wax and entered the air. How readily a molecule does that is called its volatility, and temperature is the main dial that controls it.

How easily a substance evaporates into the air. More volatile molecules lift off readily and are smelled first; less volatile ones evaporate slowly and linger. Heat increases volatility across the board, so more fragrance enters the air when it is warm.
This is why a warm room smells fuller. With more energy, more fragrance molecules escape into the air, so the scent reaches you more strongly. The catch is that the source is being used up faster, so a candle or diffuser that smells powerful in the heat will also run down sooner. Cold weather flips it: evaporation slows, the scent is quieter, but it lasts.
Why scents change shape in heat: a fragrance is built from light, medium and heavy notes. The light, top notes are the most volatile and evaporate first, especially when it is hot, so a warm room can smell sharper and more top-heavy before the deeper notes come through. This is normal chemistry, not a flaw in the blend.
