Chennai's heat is not Delhi's heat, and advice written for one actively misleads in the other. Humid coastal warmth slows evaporation, amplifies sweetness and makes projection linger. That changes which roll-on perfume works in Chennai - here is how.

How does humidity change things? It slows evaporation, so fragrance lingers longer and projects further. Sweet notes become cloying and heavy ones become oppressive - the opposite failure mode from dry heat.
So should I wear more or less? Less. Humidity does some of the work for you; a dose that was right in Delhi is too much in Chennai.

A green, dry composition at a smaller dose than you would wear inland. Humid coastal heat inverts the usual problem: instead of a fragrance vanishing, it lingers and swells. Sweet notes turn cloying, heavy florals become oppressive, and projection carries further than you intend in still, moist air. Humidity slows evaporation - things last longer
Moist air holds fragrance molecules near the skin rather than carrying them off. The practical result is that a scent lingers longer and projects further in Chennai than the same scent at the same dose in Delhi. That is good news for longevity and bad news for anyone who applies generously out of habit.

Sweetness becomes cloying, not syrupy
This is the specific coastal failure. In dry heat a sweet composition turns syrupy and collapses; in humid heat it hangs in the air around you and becomes difficult to escape. Vanilla, tonka and sweet amber are the materials to be most careful with here.
What works in moist heat is structure without sugar: green cardamom, neroli, a clean white musk, a dry citrus on top. It stays legible, it does not swell, and it reads as fresh rather than as effort. That is Adaa's architecture.

On the coast, wear less of something drier.
Where I think we earn a place on your shortlist: a green, dry composition that humid air does not exaggerate, an oil base that behaves predictably in moisture, and a dab applicator that makes a small dose easy. Where another house might suit you better: if you want a traditional coastal favourite - a jasmine or a khus done in the classical style - those are local for good reason.
"There is one best attar for summer." There is not. Skin chemistry, city and tolerance for projection are all personal - the best attar is the one that fits your skin and your day.
