Shoe smell is a moisture and bacteria problem, and the honest fix is to dry the shoes and air the rack, not to perfume them. Once the source is handled, the entryway is the perfect place for a scent layer, since it is the first thing anyone smells walking in. Here is how I would tackle both.

Dry and air the shoes, because that is the real fix

Let me give you the honest mechanism first, because once you understand it the fix is obvious. Shoe odour is not really about the shoe; it is about moisture. Feet sweat, the shoe absorbs that moisture, bacteria thrive in the warm damp, and the by-products are the smell. A dry shoe barely smells at all. So the entire job is keeping shoes dry, and no fragrance does that for you.

Shoe smell = moisture + bacteria. Remove the moisture and the bacteria have nothing to grow in, so the smell stops. Perfume on a damp shoe just sits over the cause.

Here is what actually works. Never put on a pair that is still damp from the last wear, because you are starting the cycle wet. Rotate between at least two pairs so each one gets a full day, ideally more, to dry out completely. Dry damp shoes properly in good airflow or sunlight. Take insoles out to air separately, since they hold the most moisture. Wash socks well and choose breathable ones. These habits cost nothing and they are the whole solution.

The shoe rack itself is often the hidden culprit. A closed cupboard packed with shoes traps the moisture and the smell and concentrates it, so opening the door releases a wave of it. Keep the rack ventilated, or leave the cupboard door open to air regularly.

If a particular pair stays smelly even when dry, the bacteria are well established in the material, and the honest answer is to clean them properly or, eventually, to replace them. Fragrance will not rescue a shoe whose lining has given up.
