The order is not arbitrary. Each of these three rules explains why a sense sits where it does in the sequence, and skipping the order is why most sensory upgrades disappoint.

Light first, always
Every other judgement you make is made under it
Choose a paint, a fabric or a stone under 6500K cool white light and you have chosen it for a room you do not live in. Warm light shifts every warm colour toward the material and every cool one toward grey, and after dark it is the only light you have. So the first decision is not a fitting, it is a number: 2700K in living and sleeping spaces, up to 3000K at a kitchen counter or desk, consistent across a whole sightline so that two rooms visible at once do not fight. Add a dimmer to the main circuit and swap one ceiling fitting for two low sources. Only after that should you judge anything else, including whether a room feels finished, because a room lit badly always feels unfinished.
Tip: one colour temperature per sightline, and a dimmer on the circuit you use after dark.

Then take the ring out of the room
Sound is the sense that quietly downgrades everything else
Clap once in your hardest room. If it rings, you are living with a reverberation problem that makes conversation tiring, television louder than it needs to be, and every material sound cheaper than it is. The fixes are unglamorous and cheap: a rug with a proper underlay in the largest hard room, felt pads on every leg, dampers on cabinet doors, one heavy curtain on a bare wall. Then do the audit nobody does: listen to the appliances. An extractor at full speed, an ageing refrigerator compressor, an air-conditioning unit that rattles at night. Smell last, and only after cleaning

This is the rule people break most often, and it is the reason most home fragrance disappoints. Scent laid over an unclean smell gives you both at once, which is worse than either alone. So before anything is switched on: air the place properly, deal with the bin, the drains, the wet umbrella corner and the wardrobe that smells of last monsoon, and if the interiors are new, let paint, adhesives, engineered board and new upholstery finish off-gassing first. Then choose one fragrance and run it lower than you want to. The test is simple - you should notice it in the first ten seconds of walking in, and stop noticing it by minute five. If you can still smell it clearly at minute five, it is set too high.

The reason I give people an order rather than a list is that the senses interfere with each other. A room under cool white light sounds harder than it is. A room that rings makes fabric feel thin. And a house that has not been aired makes every fragrance in the world smell wrong, which is how perfectly good oils get blamed for a problem in the bin cupboard. Take them in order and each decision makes the next one easier to judge.
The smell decision is the one I am asked about most, and my advice is always the same two sentences. Choose one fragrance for the whole floor, not one per room, because a house that changes scent every eight feet reads as several small rooms rather than one home.
