The question in the title has a yes and a no inside it, and the no is about the machine class rather than about fragrance. Yes, a 1,500 sq ft restaurant often has a foyer worth scenting, which a 1,000 sq ft one usually does not. No, that foyer is nowhere near large enough to justify the machine most suppliers will quote you, and the arithmetic that proves it takes one line.
Quick answers — read this first
Does a 1,500 sq ft fine-dining restaurant need a scent machine? Often yes, and almost never the machine you were shown. At this size a real foyer usually appears for the first time - a proper arrival volume with a host desk in it, a door and a return wall - and that is worth a source. But it is a small volume. A 150 sq ft foyer at a 3m ceiling is about 42 cubic metres, and a SOSA Sukoon at ₹1,899 covers 270 to 320 sq ft. That is the right class of machine for this building.
Show me the subtraction on a real plan. Of 1,500 sq ft, allow 350 for the kitchen, wash-up and stores and 950 for the dining room. Both are permanently unscented. That leaves about 200 sq ft: a 150 sq ft foyer and a 50 sq ft corridor to the washrooms, plus two washrooms of about 40 sq ft each behind their own doors. So 1,500 sq ft of restaurant is 200 sq ft of scentable air, roughly 56 cubic metres, with 1,300 sq ft that must stay untouched because that is where people eat.
What does the honest plan cost? One Sukoon at ₹1,899 in the foyer, plus one Mountain Breeze reed at ₹849 in each washroom if they sit behind their own doors with their own extract. Total ₹3,597 for a three-source plan. Against 56 cubic metres of foyer air, the Vaayu is rated to 1000m³, so a Vaayu would be the wrong buy and I will say so on a call.

Short answer: probably yes to a source, and probably not to a Vaayu. Subtract the kitchen and the dining room and a 1,500 sq ft restaurant is usually about 200 sq ft of scentable air, or roughly 56 cubic metres: a 150 sq ft foyer and a short corridor. That is one Sukoon at ₹1,899, with an ₹849 reed in each washroom that sits behind its own door. A Vaayu would be the wrong buy at this size, and the dining room stays unscented.

Probably one, and probably not the class of machine you were quoted. Let me do the subtraction out loud, because it is the whole answer. Of 1,500 sq ft, the kitchen, wash-up and dry store take something like 350 and the dining room takes about 950. Both of those are permanently unscented - the dish on the plate is the composition your guest paid for, smell and taste share the same air and the same nose, and nothing is added to a room where people are eating. So 1,300 sq ft comes off the plan immediately. What is usually left is a foyer of about 150 sq ft with the host desk in it, a corridor of about 50 sq ft leading to the washrooms, and two washrooms of roughly 40 sq ft each sitting behind their own doors. That is 200 sq ft of connected scentable air. Now convert it, because floor area tells you nothing about what a machine has to fill: 200 sq ft is about 18.6 square metres, and at a 3m ceiling that is roughly 56 cubic metres. Hold that against the SOSA Vaayu, which is rated to 1000m³. You would be buying eighteen times the capacity you have, and a Vaayu would be the wrong buy at this size - I would rather write that plainly than let you find out after the invoice. Measure the foyer in cubic metres
Floor area is the wrong unit for a volume of air
Multiply the foyer's length by its width in metres, then by the ceiling height. A 150 sq ft foyer is about 13.9 square metres, and at 3m that is roughly 42 cubic metres. Add the corridor if the air runs continuously into it: 50 sq ft is 4.6 square metres, or about 14 cubic metres, which brings you to 56. If your foyer is double height at 6m, the same footprint becomes 84 cubic metres and the number climbs fast without a single extra square foot of floor. That is the figure to shop against, and at this size it will point at a Sukoon every time.
Tip: Write the cubic figure at the top of the enquiry before anybody quotes you a machine.

A foyer with no door and no return wall is dining-room air
Shut the front door and hold a strip of tissue at chest height on the threshold between the foyer and the seating. If it drifts steadily towards the tables, the foyer feeds the dining room and no source goes in it, because no machine is ever placed where its output can reach a table. If it hangs, you have a genuine boundary and the foyer is yours to work with. In a 1,500 sq ft restaurant this is a close call about half the time, and when it fails, the honest plan shrinks to a bottle in each washroom. Anything sited near a food-preparation area is a question for you, your kitchen consultant and your local authority.
Tip: Do the tissue test twice - once with the kitchen extract off and once at full service, because the answer changes.

Two washrooms behind two doors, each with its own extract fan, are two volumes of air and take two bottles. Two corners of the same foyer are one volume and take one source, no matter how large the foyer feels when you stand in it. This is the rule that keeps plans honest at every size in this family: a second machine belongs to another floor, a banqueting foyer with its own air handling, or a washroom lobby off a different corridor. It never belongs at the other end of a room you have already scented, and adding one there gives you two sources fighting over the same 56 cubic metres.

If the foyer fails the tissue test
Scent the washrooms only, and nothing else. A foyer that feeds the dining room is dining-room air whatever the drawing calls it.

What people ask me at this size is whether they need a machine, and what they mean is whether they need the machine a supplier has already shown them. Those are different questions. A 1,500 sq ft restaurant is genuinely the first size where a foyer exists as a room rather than as a doormat, so yes, there is usually something here worth doing. But the foyer is 150 square feet, not 1,500, and the machine has to be chosen against the foyer.
So I do the subtraction in front of people, on the phone, with a calculator. Kitchen and stores off. Dining room off. What is left is a foyer, a short corridor and two washrooms, and the foyer and corridor together come to something like fifty-six cubic metres. A Sukoon covers two to three hundred square feet, which is already more than that volume asks for, and it arrives with three small bottles so you can decide on the register before you commit to buying a consumable. The washrooms are separate rooms behind separate doors with their own extract, so they get their own bottles rather than sharing the foyer's machine, which could not reach them anyway.

How do I know whether my foyer counts as a separate volume?

What should a 1,500 sq ft restaurant's foyer smell like?
Of a clean building rather than of perfume, and unmistakably not of food. Dry woods, cedar, pine and sage, something green or herbal, a dry tea, cool mineral stone. Nothing gourmand anywhere: no vanilla, bakery, caramel, chocolate, honey, cinnamon, warm spice or coffee, because an edible note at the door competes with your menu and sends a guest looking for a dish you do not serve. Set the level for somebody walking back out three hours later.
