Humidity is the most misunderstood variable in Indian fragrance. It does not dilute or wash a scent - it holds it. The best perfume oil for humid weather is therefore the one that behaves well when amplified, and the right dose is smaller than you think.
Quick answers — read this first
What does humidity do to perfume? It slows evaporation, so fragrance lingers longer near the skin and carries further into a room. Longevity goes up; so does the risk of being too much.
So should I wear less? Yes - roughly half your dry-weather dose. This is the cheapest fix available and almost nobody tries it.

I have had this conversation with people from Mumbai, Kochi, Kolkata and Guwahati, and the pattern is identical every time: they assume the wet air is taking their fragrance away, when it is actually doing the opposite and doing it rather forcefully.
What "good in monsoon" should mean
A good monsoon attar is one that humid air does not exaggerate. Wet, still air holds fragrance near the skin and carries it further than you intend, so the right choice is a clean, dry structure worn at a small dose - not something sweet worn generously.

Criterion one
Humidity slows evaporation - your scent lingers
This is the mechanism behind almost every monsoon fragrance complaint. Moist air holds molecules near the skin instead of carrying them off, so a scent that was perfectly judged in dry weather now lasts longer, projects further and stays in a room after you have left it. Nothing is wrong with the bottle - the air has changed.

Sweetness becomes cloying, not syrupy
In dry heat a sweet composition collapses into syrup. In humidity it does something more socially awkward: it hangs. Vanilla, tonka and heavy amber sit in still, wet air around you and become difficult for other people to escape - which is why I would keep those bottles for evenings in the rains rather than for a packed train.
The single most effective monsoon adjustment costs nothing. If two dabs is your winter habit, wear one through the rains. Humidity is already doing the amplification for you, and one dab of an oil attar in wet air projects about as far as two in dry air.

Damp, sweating skin and why oil is forgiving
Humidity means skin that is damp most of the season. Alcohol sprays sting on it and can turn sharp; an oil attar sits in the skin's own oils and tends to blend rather than fight. The honest position
In humidity, buy for behaviour when amplified.
Where I think we earn a place on your shortlist: a green, dry composition that amplifies gracefully, an alcohol-free oil that will not sting damp skin, and a dab applicator that makes a half-dose easy. Where another house might suit you better: if you want a classical single-note khus or jasmine for the wet season, those traditions are excellent.
"Rain washes fragrance away, so wear more." It does the opposite. Humid air slows evaporation - your scent lasts longer and projects further, so the correct move in the monsoon is usually less.
